What it is
Every situation is different.
The requirements vary depending on the country that issued your licence, your situation and the categories you want to keep. IMT has different rules for European Union and European Economic Area countries, for OECD and CPLP countries, for countries that are party to the road traffic conventions, and for countries that are not.

Licences from OECD and CPLP countries
- Countries
- CPLP (Community of Portuguese-Speaking Countries): Brazil, Angola, Cape Verde, Mozambique and São Tomé and Príncipe. OECD: Australia, Canada, Chile, South Korea, United States, Iceland, Israel, Japan, New Zealand, United Kingdom, Switzerland and Turkey.
- Driving without exchanging
- You can drive in Portugal with a licence from these countries, even after becoming resident, if: the licence is valid; no more than 15 years have passed since it was issued or last renewed; you are under 60 and meet the Portuguese minimum age for the categories; and the licence has not been seized, suspended, expired or revoked. This permission only applies in Portugal.
- When you need to exchange
- To get other categories, add the Group 2 endorsement (for example, for TVDE or transporting children) or obtain the CAM.
- Tests
- You do not take tests for the categories you exchange, but you must have the medical examination.
- Application
- Through IMT's A Minha Carta de Condução portal. IMT then contacts you to go to a counter to hand in your licence and have your photo and signature taken.
- IMT fee
- €30, with a 10% discount if you apply online.
- Other countries
- The requirements are different. Tell us the country and we will check with you.

What you need
Documents (OECD and CPLP countries)
- Identity document
- Proof of residence registered with the local council (Câmara Municipal), if you do not have a Citizen Card
- Tax address certificate (Portal das Finanças), if the address is not on your residence document
- Passport, if your residence document has no photo and signature
- Driving licence
- Psychological assessment certificate, if you want to exchange categories C, D or E
- Certificate of authenticity of the licence, issued by the issuing authority or consulate, showing the categories obtained by test and by equivalence

Can I exchange a licence from any country?
IMT has different procedures depending on the country. Tell us which one and we will confirm what applies.
Do I need to take a test?
With licences from OECD and CPLP countries, you do not take tests for the categories you exchange, only the medical examination. For other countries, we check with you.
Who applies to IMT?
You apply yourself through the A Minha Carta de Condução portal. We handle the medical certificate and, when required, the psychological assessment, and help you prepare the process.
How much does it cost?
The IMT fee is €30 (10% discount online). The medical certificate at the school costs €50.
Do I always need a psychological assessment?
No. With OECD and CPLP licences, only if you want to exchange categories C, D or E.
